Apparently standing topless in freezing cold temperatures is called therapy. (In most parts of the world that's just known as "crazy".) The Snow Room is a en-degrees-below-zero "spa" that will be fitted in luxury hotels in 2008. Personally, if you're really interested in this, I'd advise just heading to London right now and standing outside with nothing but your underwear on. It's free, and I'm sure equally as effective.
Northern European countries are big fans of "hot/cold therapy" where you go from chilly conditions to steamy ones, and believe that this is really beneficial to your health. But, if you don't want to go all the way to northern Europe, there's the Arctic Ice Room at Caesar’s Palace in Vegas, which is a a 55-degree room with falling snow to relieve your stress after you've lost all your money.
